not assigned to a regular service shall carry an individual control book. It makes no stipulation about goods or passenger services. Can a goods service also be a regular service and as such the crew is exempt from keeping records under EEC Regulations? A A goods service can, indeed, be a "regular service" and this is defined in Article 1-6(a) as a transport service operated at specified intervals along specified routes, goods being loaded or unloaded at predetermined stopping points.

However, according to Article 15 operators of regular services must draw up a service timetable and duty roster. The duty roster must show, in respect of each crew member, the name, date of birth, and where based; also the schedule which must have been laid down in advance.

The details of hours of duty, driving and rest periods must be shown as well as particulars of work done during the preceding, current and following weeks. The duty roster has to be signed by the head of the undertaking or his representative.

Each crew member on a regular service must carry an extract from the duty roster, and a copy of the service timetable.

In theory, therefore, crew members on regular services are not obliged to keep individual records. In practice, however, it seems more onerous for goods vehicle operators to comply with the alternative procedures and these certainly imply a lack of available flexibility.
