Which of the following most accurately describes the problem?

A BID for £5m has been made to the Training Services Agency by the Road Transport Industry Training Board.

If agreed, the money will be used to help ease the problem of unemployed school leavers and maintain the industry's training potential in readiness for a future upturn in the economy.

The RTITB has asked for the following funds to be provided in addition to its normal levy-funded grants. These are : £3m to provide recruitment of 4,000 additional apprentice-, in mid-I976; Elm to encourage retention of 2,500 apprentices recruited in 1975; Elm towards the cost of the preservation scheme for hgv driving centres which are at present under-utilised because of the recession.

It is expected that the levy-funded grants would match the £5m of public money. The Board hopes to give full details of the scheme to all levy-paying employers before Easter.
