Which of the following most accurately describes the problem?

A STATUTORY Transport Manager's Licence would be of no real benefit as it would need to be of a low standard to cover all 0-licence operators.

This was the view of Mr Alan Kevan, the Freight Transport Association's training adviser, when speaking to members at Maidstone last week. He said that the TML was the Government's way of meeting the EEC access to the profession requirement and that It would be very costly to administer.

If one were required per company the total would be 100,000; one per 0-licence 140,000; and one per operating centre 220,000 plus.

He went on: "Professional transport personnel should concentrate on obtaining a meaningful qualification, one which would really equip them to be a manager in true sense of the word.

"On the Continent there was no similar system to the British 0-licence which in itself provided a control system for people who wanted to become operators."
