Which of the following most accurately describes the problem?

and refusal

THE South Eastern LA, Mr R. S. Thornton, at Maidstone last week renewed the 0 licence of Diamond Transport Co, Rainham, Kent, for four vehicles and one trailer. But he refused an application for further vehicles after hearing about the condition of the company's vehicles at a fleet inspection in November.

Mr F. G. Slack, one of the partners in the company, said that previously, flat vehicles had been operated, but the business situation had compelled the company to turn over to tippers.

These had been bought secondhand only shortly before the fleet inspection and he had not been able to bring their condition up to the proper standard. He had now taken on another fitter.

Mr Thornton pointed out that the company had been called to public inquiry in 1973 over unsatisfactory maintenance. After giving his decision, he said that a further inspection would follow and more prohibitions could result in punitive action.
