Which of the following most accurately describes the problem?

• Frank Taylors Transport (Ailsworth) Ltd. was accused of working outside its normal user at a licensing application, heard at Peterborough recently.

Frank Taylors applied for an A-licence variation to add four 22-ton artics and four 20-ton trailers; it also sought the continuation of its B— licence with a modification.

The applications were heard before the Eastern LA, Mr. H. E. Robson, and his decision was reserved. Taylors asked for the second application to be withdrawn if the first was successful. There were 10 objectors to the first application and five to the second.

One objector, Mr. Laurie Elsen. for Contractors (Peterborough) Ltd., said that Taylors had 13 light artic trailers and 11 heavy artic trailers, some of which, he said, were being used well in excess of the weight allowed. The LA, however, decided to ignore this allegation.

The objectors claimed that Taylors were unjustified in applying for the variation because of the "cold business climate" that hauliers in the area were suffering. "But this is mainly to do with the brickyard problem", said Mr. Harbage, for the applicant. "As most of the objectors know, Taylors hardly deal at all with the brickyards."
