Which of the following most accurately describes the problem?

II Rural protesters caused traffic tailbacks on roads between England and Scotland on 14 December using convoys of slow moving vehicles.

A 40-vehicle artic convoy travelled south on the Al between Lamberton and Marshall Meadows north of Berwick; another 40 vehicles made a similar protest on the ABS at Carter Bar.

Dumfries and Galloway police say that traffic kept moving, but slowly.

Superintendent George Graham of the Dumfries Division says: "There was considerable short-term congestion as a result of this demonstration. We were involved in dialogue with the organisers, both in advance of the event and immediately prior to its starting. We told them that our requirement was that they should not block all three lanes of the motorway, for road and public safety reasons.

"This requirement was not wholly adhered to. In the main, the demonstration passed off peacefully. There were no arrests and no one will be reported in this area," adds Graham.

The protest was organised by a group known as the "Rural Rebels" which is calling for an independent public inquiry into the foot-and-mouth crisis and the right to peaceful country pursuits.

The group has previously used the same tactic to close the Forth Road Bridge.
