Which of the following most accurately describes the problem?

MAJOR oil companies are not over-excited about the conclusions of the Armitage Inquiry though Shell told CM that many operators are already using vehicles designed to carry more than the present limit of 32 tonnes. Most of its new vehicles are designed for use at 36 tonnes, said a Shell spokesman.

Esso said that though small savings can be made initially, larger vehicles are a long way off. Existing tractive units can cope with 38 tonnes, though their tanker bodies are unable to carry any more due to their basic size.

BP is studying the implications of the Armitage Report while Texaco said it is too early to make a judgment.
