Which of the following most accurately describes the problem?

ROUTES for heavy lorries defined by the GLC and South East counties under the Heavy Commercial Vehicles Act 1973 may determine the main road network for all traffic and the priorities for future road investment in the region. This is the conclusion of Lorry an interim report recently considered by the Standing Conference on London and South East regional planning. The report states that the defining of lorry routes needs to be accompanied by other measures, if movement of goods and freight is to be facilitated and environmental damage which lorries can cause is to be reduced.

Also mentioned in the report is the need to look at wider issues. including the siting of lorry parks, transhipment centres. warehouses and other major traffic generators.
