Which of the following most accurately describes the problem?

• Liverpool City transport committee is recommending the city council to make representations to the Minister of Transport on the stage carriage services of Merseyside. The committee takes the view that the area of the Merseyside Passenger Transport Authority as proposed by the Minister of Transport, is neither adequate nor suitable for the organize tion and comprehensive planning of a properly integrated and efficient public passenger transport system for Merseyside. The committee urges that the area of such a PTA should coincide with the larger area suggested by the city council to the Royal Commission on Local Government for a future Merseyside County Council.
