Which of the following most accurately describes the problem?

At the December meeting of the Glamorgan, Roads and Bridges Comrniee the question of the wear and tear of roads by buses was discussed. Members suggested that local licensing authorities issued too many licences, which resulted in an undue strain being placed on the roads. It was said that bus licensing was too frequently carried out without due regard to road conditions, and unless local authoritieS refused to issue more licences for buses in that area the roads could not be properly maintained. The matter is to be discussed at the next quarterly meeting of the county council.
