Which of the following most accurately describes the problem?

The Glamorgan County Standing Joint committee is to send a deputation to the Ministry of Transport to urge that special grants should be made from the Road Fund to meet the cost of police force augmentations which are necessary on account of the increased call for traffic-control constables. This deputation will be distinct from that of the County Councils' Association which is shortly to wait upon the Ministry on the same subject.

The Glamorgan deputation will urge the special claims of the county by reason of the exceptional mileage of its main roads and the volume of traffic which they carry.

The decision to appeal to the Ministry is the outcome of a request for additions to the county constabulary strength by' the chief constable of Glamorgan, who bases his claim upon the increased demand made by local authorities for traffic-control police.
