Which of the following most accurately describes the problem?

Some disappointment has been occasioned among residents at West Bridgford, Nottingham's principal residential suburb, by the fact that the new through service of motorbuses between that area and the city will not be available until February. Application has been made by Nottingham Corporation for leave to borrow £50,000 for the purchase of additional vehicles to meet the requirements of districts contiguous to the city. Of these 13 32-seater buses will be needed for the direct service to Bridgford. As a result of the visit of a committee of the corporation to Olympia during the Commercial Motor Exhibition, where the selection was made, the buses which have been contracted for will be of the single-deck type and in two sizes. Twenty-five buses have so far been ordered, and of these 20 will each seat 32 people and the others each 26 persons. The expenditure on this number of vehicles will absorb the whole of the money which is being applied for, the loan having to be repaid within eight years.
