Which of the following most accurately describes the problem?

EPPING DISTRICT FOREST Council (EDFC) has rejected an application by the owner of a 40-space Waltham Abbey truckstop to sell alcohol on its premises (Police to block alcohol sale', CM6 August) GBN Charters, owner of the Skillet Hill lorry park in Essex, presented the council's licensing committee with its case for selling alcohol on 6 August.

"The applicant advised that signs would be provided to comply with Essex County Council, that lorry drivers were responsible professionals, and since the truckstop already exists, the licence could control the sale of alcohol instead of drivers attending local pubs or the hotel across the road," a council statement says.

Under the Licensing Act 2003, alcohol sales are not permitted at service stations and rest areas. The application was rejected in accordance with the prevention of crime and disorder and pubic safety.

An EDFC spokesman tells CM the applicant plans to appeal against the decision, which will be reviewed again on 3 September,
