Which of the following most accurately describes the problem?

• The ETA has warned its members that operators should not fit the new rear markers to vehicles other than those for which fitment will be compulsory from November 1.

It is pointed out by the ETA that a number of operators have been voluntarily fitting reflective markings in the interests of safety, to vehicles not covered by the new legislation—but this is not permitted.

With the exception of one or two specialized vehicles the markings will have to be fitted to all goods vehicles over 3 tons unladen and all trailers over I ton unladen.
