Which of the following most accurately describes the problem?

I N London, 20 per cent, of workers take over an hour to travel to work and 50 per cent, between 30 minutes and 60 minutes. Lord Latham, chairman of the London Transport Executive, gave this information when he spoke last week on transport as a factor of planning.

He urged the need for proper regard to transport facilities in the planning of new communities. To-day, the penalty was being paid for past failures to treat transport as an indispensable element in planning, The obvious example was the separation, often by long distances, of the home from the place of work, which, had given rise to the universal bugbear of the peak-hour problem. In community planning, fixed installations, such as garages, had to be located in a position where the routes from them could be run without excessive unremunerative mileage. Staggering of working hours had greatly benefited passengers in the Metropolitan industrial suburbs. It was hoped that the Transport Users' Consultative ComL inittee for London would further the campaign with vigour.

It was sometimes contended, in planning circles, Lord Latham said, that peak-hour transport facilities serving the new towns should not be improved for fear that travel away from the new town for work would be stimulated and the aim of the planner to make a balanced community would be defeated. But the British Transport Commission, and London Transport as one of its constituents, also had the duty towards the public, which had been laid down by Parliament, of providing efficient and adequate transport facilities.

The commercial and social needs of a new community would inevitably generate a traffic of their own with the outside world,which must be adequately provided for, he pointed out.
