Which of the following most accurately describes the problem?

THE TRANSPORT Department is not prepared to recommend highway authorities to install "rumble areas" as a road safety measure.

This decision has been reached after a study by the Transport and Road Research Laboratory showed that where these areas were used to alert drivers on the approach to hazards, there was no consistent effect on speeds, but the strips may have had some effect in reducing accidents related to high speed or lack of awareness. • But highway authorities are free to reach their own conclusions on whether rumble areas offered value for money, said Transport Under Secretary John Horam.
