Which of the following most accurately describes the problem?

THE Yorkshire Traffic Commissioners. 1 sitting at Leeds last week, were told that the three Ledgard companies were being " hamstrung " by Leeds and Bradford Corporations. This was claimed during applications to increase fares in the Leeds area made by three Ledgard companies—the Executors of Samuel Ledgard, Samuel Ledgard (Bradford). Ltd., and Samuel Ledgard (Ilkley), Ltd. For Ledgards, Mr. Jack Evans said the companies would have liked the application to have been for a blanket increase applying to all routes on which they operated, but on some of their routes on which Leeds and Bradford Corporations operated, the Corporations were making only limited applications for increases. He said that on these routes Ledgards would restrict their own application. otherwise they would be making a present of passengers to the Corporation services, adding: "We are hamstrung by Leeds and Bradford Corporations." Recent wage awards coming into force in May, 1961, had led to the application. which if granted would yield £12,000 in a full working year. Total increased operating cost would amount of £20,000. Since the last fares increase in June. 1960. they had not realized anything like extra

revenue expected. He instanced the Leeds-Otley-Ilkley route where receipts had dropped in the past 12 months by £2,000 despite fare increases.

The Commissioners granted the application.
