Which of the following most accurately describes the problem?

• British livestock hauliers hit by the foot-and-mouth outbreak received a piece of good news this week which could help level the playing field with eastern European competitors.

The Council of Europe is planning to update a welfare convention so that it applies to countries both outside and within the European Union. This means that eastern European hauliers will have to comply with expensive rules on trailer standards, journey times, rest periods and the watering and feeding of livestock.

If, as planned, the convention is updated next year, the tougher livestock welfare rules would also apply to journeys and hauliers within Cyprus, the Czech Republic, Iceland, Norway, Poland, Romania, Russia, Switzerland and Turkey.
