Which of the following most accurately describes the problem?

Your feature "Equal before the lee regarding equal opportunities in the HGV industry (CM4-10 October) prompted me to write to you. It's all well and good to bring in a new law to combat discrimination on the grounds of sexual orientation and ageism but what of race? I myself am of ethnic background and wish to pursue a career in HGV driving. I hold a full licence with provisional HGV entitlements i.e. Cat C, Cl, C1E. But two things are holding me back. First, fear of being discriminated against because of my race. Second, lack of financial help to fund training. If these new laws are to succeed there must also be a rethink on how people from ethnic minorities can be given proper support if they want to pursue a career in HGV driving. Then and only then will these new laws be regarded as successful.
