Which of the following most accurately describes the problem?

• Camden Council will take a decision later this week on whether to apply for a court injunction to stop the London Residuary Body from going ahead with its scheme to drop the "hush kit" fitting requirement on the lorry ban permits.

Camden claims the LRB is trying to relax controls on lorry use in the capital and insists that it has bowed to pressure from "the juggernaut lobby" to stop insisting that operators fit the noise reduction equipment.

A Camden Council spokesman said: We are totally opposed to what the LRB is doing. A court injunction may be the only option open to us now." The LRB says it has dropped the noise reduction requirement because legal advice suggests it could be successfully challenged in the courts.
