A PLEA to the new county councils who . now have powers to co-ordinate public transport to persuade commuters, workers and school children to stagger their hours was made last week by Mr L. S. Higgins, chief general manager of Maidstone and District and East Kent Road Car Co. He was speaking at the inaugural meeting of the Chartered Institute of Transport's southeastern section in Chatham.

Mr Higgins was asked by a member why bus companies could not take it on themselves to stagger services. "The problem is too widespread and affects too many people — and the difficulty is in getting the message across. Because we have always had to discuss service changes with district or local authorities we would find it very difficult to get it off the ground," he replied.
