Which of the following most accurately describes the problem?

As part of his itinerary, S.T.R. addressed the south-western sub-area of the Associated Road Operators on Monday. The audience included several well-known ancillary users, as well as passenger-vehicle operators and a large number of hauliers.

S.T.R. dealt first with the importance of obtaining accurate records of costs of operation for individual vehicles; secondly, with a simple method of calculating that information, and, thirdly, with its proper use by hauliers as a basis for assessing minimum rates. The importance of having some standard as a basis for quotations was stressed. Only by having some standard and adhering to it as closely as possible; could rate cutting be diminished.

Mr. Lawrence (Caledonian Motors) was in the chair, and there were present on the platform Mr. Shaky (Shaw and Co.) and Mr. G. Hotter, A.R.O. national organizer.

On Monday next, S.T.R. will lecture on operating costs at an A.R.O. meeting to be held at the Mechanics' Institute, Burton Street, Nottingham, at 7.30 p.m.

. Minister's Views on the Half-hour Rest.

Doubts have, on occasion, arisen as to whether the statutory interval ofnot" less than half an hour for rest and refreshment could be spent on the

vehicle. Associated Road Operators has been in communication With the Minister of Transport, who states that, so far as he is aware, Section 31 of the 1933 Act applies only to consecutive hours of rest, and does not apply to the half-hour's rest required after any continuous period of 5i hours. He is of the opinion that the half-hour rest need not he spent away from the vehicle.
