DRAFT CHANGES TO the European Union's Eurovignette Directive could mean that hauliers are charged tolls covering the direct and indirect costs of traffic pollution, noise and congestion.

A leaked document containing reforms under discussion at the European Commission include draft proposals for Eurovignette charging to take account of the environmental and health costs of fine particulate matter and nitrogen oxide emissions.

These May include "health costs, including medical care, loss of production and welfare costs, and crop losses and ecosystem damages".

Charges could also cover "damages caused by unwanted or harmful outdoor sound" emitted by the vehicle. These costs, said the draft, include "the negative effects on human health in terms of medical care, production loss and welfare costs due to sleep disturbance, and... community noise annoyance".

Finally, the proposals would compensate for congestion costs "in terms of time loss, unreliability of travel time, increased fuel consumption and vehicle maintenance costs" caused by vehicles stuck in jams.
