Which of the following most accurately describes the problem?

While exposing "bent" operators and prosecuting consignors is welcome, there is another side to it.

For years, other lawyers and I have been banging on about consignors who mislead operators about loads and, in particular, weights. Packing and pallet weights are often left out from calculations, and sometimes, a consignor who has loaded a trailer for collection has deliberately overloaded. The operator is responsible and has no defence other than through check weighing. If this happens more than once you may be labelled as bent. Prosecuting a few consignors would perhaps change this behaviour. Graham Quigley Waugh & Musgrave Cumbria
