Which of the following most accurately describes the problem?

• A debate is raging within the British Vehicle Rental & Leasing Association about Operators' Licences. Rental firms are not legally obliged to be licensed: a vehicle hired without a driver must be licensed by the person who hires it.

The BVRLA is looking at this issue. Some members who hold 0-licences "were surprised that others do not", says a spokesman.

Mike Williams, chief executive of Dawson Rentals, says the real issue in the rental industry is how to improve standards. "0-licensing is only a small part of that," he says.
