Which of the following most accurately describes the problem?

• The Road Haulage Association will launch its campaign for fuel duty parity with the Continent at the Commercial Vehicle show later this month. Chief executive Roger King will be encouraging RHA members to lobby politicians and would-be MPs to give a commitment to parity during the next government.

"We are not asking for a 'big bang' reduction of 15p/lit all at once, because any government is going to say they cannot do that," he says. "But by giving a commitment to parity over a period of time and cutting 3p/lit a year, we can get it down 12p/lit in four years... any government can afford to do it."

King has already met shadow Chancellor Michael Portillo, and although he did not gain a firm commitment from him King says Portillo was very receptive to the RHA's case.
