Which of the following most accurately describes the problem?

HEAVY VEHICLES in the Hackney area of London are causing concern among local MPs and last week they raised the matter in the Commons.

Ronald Brown (Labour, Hackney South and Shoreditch) referred to a recent serious accident in the area which he said was due to "the severe increase in the number of juggernauts using the road". He called on Transport Minister Norman Fowler to have talks with Hackney Borough Council and the GLC to find a solution.

Mr Fowler said he regretted the accident. But he added that the GLC was the highway and traffic authority for this road and it would be for them to pursue with Hackney Council how best to tackle the problem.

Ernie Roberts (Labour, Hackney North and Stoke Newington) called for legislation to limit maximum vehicle weights in areas like Hackney to 20 tons. Mr Fowler told him that the GLC and other county councils already had powers under the Road Traffic Act, 1967 to prohibit or restrict the movement of heavy goods vehicles in their areas.
