Which of the following most accurately describes the problem?

in accordance with the Goods Vehicles (Plating and Testing) (Amendment) Regulations 1972. When these are plated should they be added to the council's operator's licence or are local authorities exempt from operators' licensing?

A Section 60(I) of the Transport Act

1968 states, briefly, that it is necessary for an operator's licence to be held by anybody using a goods vehicle on a road for hire and reward or in connection with any trade or business. Section 60 (3) states that for the purposes of this part of the Act the performance by a local or public authority of their functions constitutes the carrying on of a business.

Therefore, local authorities are not exempt from the provisions of the Act which apply to operators' licensing.
