Which of the following most accurately describes the problem?

AN order to the value of £900,000 for 150 Worldmaster buses and spares has been placed with Leyland Motors, Ltd., by the Ghana Government. The buses will have M.C.W. 46-seat bodies and will operate in Accra, Kumasi, Takoradi-Sekondi and Cape Coast. Some will he used to extend existing routes and others for establishing urban services.

A fleet of similar buses is already in operation in Accra, where a depot is to be established by Leyland for chassis assembly, spares and service training.
