Which of the following most accurately describes the problem?

DOTI{ road and rail in London were

essential and their development should go forward together, the London Travel Committee said in a report to the Minister of Transport, published last week.

The committee urged the highest priority for the proposed tube railway from Victoria to Walthamstow. They thought it would attract passengers from road to rail and help to relieve road congestion. Road schemes should not be sacrificed to pay for the Victoria line, which was estimated to cost £55m., and equally the railway project should not be abandoned to provide finance for further road schemes.

Although, the committee said, off-street parking for all the cars now -parked all day in Central London could be provided for £45m., congestion during peak periods would remain unless there were further road improvements. Free parking on the streets must be prohibited_by comprehensive and fully enforced methods of control.
