Which of the following most accurately describes the problem?

Wider responsibility has been placed on the shoulders of Mr John Peyton, Minister for Transport Industries, as a result of an internal Ministerial shuffle at the Department of the Environment.

Mr Peyton is taking over responsibility for transport policy as a whole and will have the support of Mr Keith Speed, Under-Secretary for the Environment.

All the functions relating to road development previously the responsibility of Mr Graham Page, Minister for Local Government and Development, have been transferred to Mr Peyton.

His responsibilities now embrace transport industries, including buses; road policy; traffic management; and road and vehicle safety.
