THE Freight White Paper could most accurately be described as a protection racket, the RHA's public relations officer, Mr. Frank Lyon, told members at the Colchester sub-area annual dinner. And he added that the need to protect the railways was apparently still a valid licensing objective.

On the other hand, he said, according to the White Paper the proposed heavy-vehicle taxes would protect the roads against wear and tear, and the public against the effects of road congestion. But Mr. Lyon thought it plausible to suppose that the real intention was again to protect the railways.
