Which of the following most accurately describes the problem?

AN APPEAL by National Carriers Ltd against a decision by the South West Licensing Authority to renew its 263 vehicles and 411 trailer 0 licence with fewer vehicles in the margin and for only two years, was upheld by the Transport Tribunal in London last week.

The company appealed because it felt that the LA had not properly applied itself to the provisions of Section 64 of the Transport Act 1968 in varying the number of vehicles and had not had proper regard to the amendment to the operators' licensing legislation contained in Schedule 4 of the Road Traffic Act 1974 in restricting the period of the licence to only two years.

For NCL, Mr G. N. D. Jones said that under Section 64 of the 1968 Act, the LA had to satisfy himself on certain points. If he was satisfied on those points he had to grant a licence.
