Which of the following most accurately describes the problem?

• Vehicle Excise Duty evaders could have their trucks clamped as part of tough new measures announced by Transport Secretary, Sir George Young.

The scheme will be tried in the London Borough of Kensington and Chelsea early next year. If successful, it will be extended to other parts of the country.

The "Denver Boot" wheel clamps will be fitted to private and commercial vehicles (where size allows) with out-of-date tax disks. A standard release fee of ,1:68 will be imposed, increasing to £135 (plus costs) if the vehicle is impounded.

Before any vehicle is clamped, its details will be checked against the Driver and Vehicle Licensing Agency's records. A Department of Transport spokesman says: "We are not out to punish the forgetful. We are after the hard core of drivers who systematically avoid road tax payment."
