THE retiring president of the Institute of Road Transport Engineers, Sir William Black, opened his address at the 17th annual general meeting of the Institute yesterday by saying that it had been a good year and that great advances had been made_ in the Institute's plans for an examination scheme.

" When we look at applications for membership," said Sir William, "we have to weigh up and evaluate the man's engineering ability from the positions he has held and the kind of responsibility he discharges. This is a complicated business and we have to rely very much on what the applicant's sponsors tell us. I am glad the Council has stepped up the requirements concerning sponsorship. It will tend to keep the quality of membership consistently high and uniform throughout the world."

Referring to the work of the Vehicle Exhaust Study Group, Sir William recorded that the Group had recently published its second interim report and it was understood that there will be a final report early in the New Year.

" The Council is wisely taking a long look into the future and my own observation is that the Institute will have to review its main sources of income fairly soon," remarked Sir William. "Its my address to you a year ago I pointed out that we had given hostages to the future and taken on long-term obligations. We do well 'to remind ourselves of this, for we have an Institute of which every member can be proud." .

Speaking as president for the last time, Sir William regretted that he could not introduce his successor, Mr. Roger Gresham Cooke, in person, as he is in South Africa in connection with his Parliamentary duties.
