Which of the following most accurately describes the problem?

I N another application at Southampton last week, Pitter Bros. were successful when they asked for the addition of two further vehicles to their existing A licence for the carriage of fruit imports from Southampton Docks to London and provincial markets.

Announcing his decision, Mr. J. H. Thom said he was satisfied that the applicant's own vehicles were fully employed, and that figures produced for the period from April to August this year showed a substantial increase in the work done by hired vehicles.

Dealing with an objection by British Road Services, he said he could not agree that customers should be called on to rely almost entirely on foreign-based vehicles, and the number of occasions on which Southampton-based B.R.S. vehicles were aVailable for the work was negligible.

An objection by Bakers Transport, Ltd., -was not proceeded with when Pitter Bros. agreed that the trailers of the two extra vehicles should be platform type, with no alternative of semi-low-loaders.
