I N a reserved decision on Wednesday.

the Metropolitan deputy Licensing Authority, Mr. C. J. Macdonald. refused the application by Roy Bowles Transport, Ltd., of Hounslow, Nliddx, for a B licence in respect of eight small buses which Mr. HC)WICS is at present using (legally) without a carrier's licence for the carriage of air freight froin London Airport. The application. was the subject of public, inquiries during the latter part of 1961 and in September this year. Last year's refusal of the application by Mr. Macdonald was the subject of an appeal to the Transport Tribunal in June. The Tribunal decided that evidence of such carriage was admissible in an application for a carrier's licence, and that such carriage was not illegal so long as the seats of the small bus were not removed. In Wednesday's decision, Mr. Macdonald based his refusal on the fact that the objectors had successfully proved there was a large measure of existing availability. If the Bowles application were granted, there would be an exce,, of facilities.

It was quite clear, said Mr. Macdonald, that, whatever his decision, Mr. Bovvic; would continue to operate the vehicle;. as he was entitled to do.
