Which of the following most accurately describes the problem?

• Eddie Stobart, winner of the Motor Transport Haulier of the Year Award, had the duration of his 0-licence cut at a public inquiry last week after admitting to operating froth an unauthorised site in Wisbech, Cambs.

Stobart's 0-licence for 100 trucks and 120 trailers in the Eastern Traffic Area will terminate on 30 November 1993 instead of 30 June 1994. But the company has been granted permission to operate 10 trucks and 10 trailers from the site at Salters Way, Wisbech, where employees had admitted to operating without a licence. Residents alleged that Stobart was also using another unauthorised site in Wisbech at Oldfield Lane, but these claims were dismissed by Eastern Traffic Commissioner Brigadier Compton Boyd.
