• A bid for an additional vehicle and two trailers by K W Russell Haulage Contractor, of Flintharn, Newark, was turned down by Eastern Licensing Authority Brigadier Compton Boyd after he heard that Russell was currently unable to park his existing tractive unit at his operating centre.

Russell, who holds an international licence for one vehicle and two trailers, sought the variation to enable him to employ an old friend who was unemployed. The application was opposed by Nottinghamshire County Council and there was a representation from a Mrs Perry.

Roger Weggis, a planning technical officer, said the operating centre consisted of a large, detached house. The trailer in use was parked without permission on the highway verge as it was impossible to get it on to the site. Russell had applied for planning permission to create an adjacent parking area.

Evidence was given by a traffic examiner that, subject to the proposed alteration, the site would be siutable for parking three vehicles and two trailers. In its present condition however, it was unsuitable even for one vehicle and trailer. Russell was unable to get any vehicles in because of a fence.

After Russell had agreed that was true, the LA said it was a prerequisite of holding a licence to have a suitable operating centre. It could not be an operating centre if Russell could not park vehicles there.

Refusing the variation application, the LA said that provided Russell took the fence down that afternoon, he would allow him to keep his existing licence. The fence had to come down to get the one vehicle into the parking area.
