Which of the following most accurately describes the problem?

VENT County Council has been rIsrecornmended by its primary education and welfare sub-committee to buy a mobile dental clinic, consisting of an Austin 3-5-ton tractor and a Tasker low-loading semi-trailer. It is also proposed that two additional semi-trailers should be purchased. one tractor being used with them all.

The design of the vehicle has been worked out by the Amalgamated Dental Co., Ltd., in conjunction with Mr. F. J. Saunders, senior dental officer of Kent. The semi-trailer is 25 ft. lone and 7 ft. 6 ins, wide, and the main portion has nearly 9 ft_ of headroom Even in the section over the turntable there is about 6 ft. 6 ins. of headroom.

At the front of the semi-trailer there is a waiting room, which is entered from the near side. It has upholstered seats, with storage space beneath them. and is equipped with a wardrobe and filing cabinet. Three steps lead down through a sliding door into the section comprising the surgery. This is fully equipped, the appliances including an X-ray machine, washbasin with an electric water heater, and a dental ansesthetic machine and cylinders in a specially fitted cupboard. At she rear there is a room where patients may rest after treatment and where X-ray films may be developed_ This section has a full-length upholstered couch. above which is a hinged work bench. which is normally fastened to the wall. On the other side there are a sink, with draining board, and another small work bench.

All the appliances are electrica:ly operated. Where they exist, A.C. mains will be used, otherwise a generator carried in the mobile clinic will be put to work a short distance from it. Where mains water is not available, water will be supplied by built-in tanks, which are pressurized by a silent-running dental air compressor. A Calor-gas cylinder can be carried to supply a bunsen burner and blow lamp. Electric heaters are fitted in all three compartments.
