Which of the following most accurately describes the problem?

PASSENGERS provided only 37 per cent of the revenue for RATP, the Paris transport undertaking's chief engineer (transport planning) Michel Barbier told a conference in Nottingham.

Mr Barbier said that local employers contributed 15 per cent to the revenue by a two per cent tax on employees and paid 50 per cent towards the costs of multi-model Carte Orange travel cards to their staff.

"We would like car users to also contribute as they benefit from the success of the system too," he said. Since their introduction in 1975, Carte Orange had increased the number of central Paris bus passengers by 70 per cent and 23 per cent in the suburbs.
