Which of the following most accurately describes the problem?

AApart from exceptional conditions which

could not reasonably have been foreseen, drivers of vehicles operated under A or B licences issued in England or Wales may exceed 11 hours under the following conditions:–

Where a driver is engaged by the week he can drive for 12 hours in all on two days of a week if some part of the 12 hours is spent by him in waiting or loading or unloading a vehicle and one complete day's rest of 24 hours is allowed in each week.
