Which of the following most accurately describes the problem?

Good progress is reported to have been made towards finalization of the AngloFrench bilateral transport agreement (CM last week) when representatives of the MoT. RHA and TRTA met their opposite numbers in Paris on Friday.

There was general agreement on haulage aspects and the British put forward proposals concerning reciprocal goods vehicle taxation. A Ministry spokesman told CM on Tuesday that the position could now be regarded as -pretty well settled-. What remains is the agreeing and drafting of the texts in the two languages for processing by the diplomatic machine, this being a government-togovernment matter which will eventually require signatories with full powers. Completion is now expected to be made in the autumn.
