Which of the following most accurately describes the problem?

A RECENTLY-formed Cardiff company operating on an interim licence had its application for a substantive licence reserved by the South Wales LA at Cardiff recently.

R. K. Carter, a partner in the company of C and K Haulage of Clydesmuir Road, Cardiff, told the LA that at present he was using two vehicles for which he had licences and now wanted a licence for four vehicles.

But LA Ronald Jackson told Mr Carter that there was no operator's licence in the name of C and K Haulage.

Mr Carter said the licences could have been in the name of E. Gabriel as they had changed the name of the company about two months ago. "I am quite sure we have licences, we are running two MAN units," said Mr Carter.

The LA told Mr Carter that the only licences issued were on interim and asked if he was connected with any other company. The applicant agreed that he was previously with RK Haulage but gave up that business when two vehicles were stolen in the Middle East and another was involved in an accident in Germany.

But the LA said that as there was no financial evidence presented and Mr Carter gave the impression that it was not necessary to declare some things he would reserve his decision until audited accounts had been received.

The company could continue with their interim licence for two vehicles.
