Which of the following most accurately describes the problem?

THE RHA highways and traffic committee is to produce a comprehensive report on urgent necessary roadbuilding and improvements. It will probably be ready in the early summer. At its meeting on Tuesday the committee considered reports made at area level on highways.

One improvement the committee believes will be necessary is another Dartford tunnel. It finds that although the arrangements at the tunnel are working well, it is incapable of taking all the traffic which wishes to use it. Furthermore problems at Dartford are likely to be intensified by developments at Tilbury and elsewhere. The present approach roads, it is believed, could also be utilized to cover a second tunnel.
