Which of the following most accurately describes the problem?

EAST MIDLANDS Coach and Independent Bus Sector member Peter Rogers of Rainworth Travel is proposing a motion to .change the name of the coachman's sector of the Confederation of British Road Passenger Transport. He said his motion was not an attempt to re-structure CIBS or CPT, but a title which is meaningful to hirers and passengers alike is called for.

Public recognition is more necessary for C1BS members than other sectors of CPT, as the sector is both more fragmented and closer to the public than any other.

The proposed new name is Associated Coach and Independent Bus Operators (ACIBO).
