Which of the following most accurately describes the problem?

A SERIES of applications by the 1-3North Western Road Car Co. Ltd., ultimately designed to improve the stage carriage services between Stockport and Torkington, were considered by the North Western Traffic Commissioners at Macclesfield on Wednesday.

Stockport Corporation objected and, although they did not dispute the need for the extra journeys, they feared abstraction of passengers and duplication of existing facilities.

Mr. W. Woolley, assistant traffic manager of North Western, said that variations were to be made on the Hazel Grove-Mellor, Manchester-Torkington, and Middlewood-Bramhall licences to enable vehicles to be free to operate the extra Stockport-Torkington journeys.

Mr. J. Hay, for Stockport Corporation, suggested that a co-ordinated service should be operated by North Western and the Corporation.

The chairman, Maj.-Gen. A. F. J. Elmslie, granted the applications for one year, and suggested that during that time a fully co-ordinated agreement between the two parties should be studied.
