Which of the following most accurately describes the problem?

ASY mobility and a powerful double-12J acting pump are the outstanding features of the Garthbe'k Runabout portable compressor just placed on the market by Gilbert A. Beckett and Co., 60, Renshaw Street, Liverpool.

As will be noticed in the accompanying drawing, the device consists of a east-iron frame carrying at about the centre point a pair of wheels. On each side an arm is pivoted at its upper end to the frame and at the lower extremity is attached to the axle. Thus the wheels are able to swing. When the compressor is in position for pumping, the axle recesses into deep grooves in the frame, which rests flat on the ground, whilst by raising the pump the axle swings into shallower recesses and the wheels lift the frame from the floor. The Garthbe'k patent pump has two telescopic brass cylinders, each compressing and discharging its Own volume at each stroke, giving an extremely powerful action. Despite this fact, the removable lever provides easy operation. Over 6 ft. of flex is supplied, this incorporating the company's commercialmodel connector, which is specially designed to facilitate access to awkwardly situated tyre valves. The retail price of the compressor is 16 10s.
