Which of the following most accurately describes the problem?

AACE area of Great Britain that one studies I illustrates with increasing bluntness the crying need for organization amongst the roadhaulage contractors, to reduce the amount of rate cutting and to face the railway menace. Investigations which we have personally conducted in the densely industrial area of the Clyde reveal a serious state of affairs there which warrants close attention. Large numbers of small road-transport contractors are, It appears, working against and in complete independence of each other, over every contract that is going, with results that are becoming disastrous to all. Conditions are in many cases pitiable, yet one finds it hard to pity those who are so slow to stir themselves in the salvation of their own livelihood.

Here is work for the Road Haulage Association to tackle in furtherance of the commendable efforts of the Short Distance Hauliers Alliance, which is being absorbed into the new body. The principle of setting up regional committees with able leaders is a good one, and Clydeside hauliers will be indeed foolish if they do not respond to the call. Many a calamity may be averted by a timely discussion, and the machinery for such talks can be offered only by an authoritative association.
