Which of the following most accurately describes the problem?

• Mr Michael HeseRine, Parliamentary Secretary to the Ministry of Transport, on Wednesday met Mr A. E. Elvin, chairman, and Mr Frank P. Coult, general secretary of the National Guild of Transport Managers, to discuss transport managers' licensing as provided for in the Transport Act 1968.

The Guild representatives pointed out that implementation of the provisions of the Act regarding transport managers' licensing could help to raise professional standards generally and pressed for early introduction of the scheme.

Mr Heseltine asked the Guild to submit its own proposals for such a licensing scheme and promised that the Minister would give the NGTM's views the fullest consideration.
